Built to hold up later
Records that cannot be quietly changed
Pickups, drop-offs and absences are append-only — no edits, no deletions, no backdating. Enforced by database triggers, not by an application rule someone can route around.
An SOS that goes to more than one place
The panic button raises a high-severity incident and fans out at once to the operator, the authority and the learner's emergency contacts.
Compliance that actually expires
When a licence, PrDP or roadworthy certificate lapses, the driver, vehicle or operator is restricted automatically.
Works where the signal does not
Drivers capture pickups offline and the app syncs later. GPS is preferred and never required, so a rural route is flagged — not blocked.
Tracking scoped by who may see it
The same trip, seen at three different depths. Every read of a learner's record is written to an audit log.

How it works
The authority onboards its operators
Operators are approved, not self-serve. Nobody uses the system until an administrator has approved them and their documents are on file.
Drivers run their routes
Each pickup and drop-off is recorded against a learner, a trip and a time, with location where there is signal to capture it.
Everyone reads the same record
Parent, operator and authority see one account of what happened — differing only in how much of it each is permitted to see.

Learners are minors. Their records are handled on that basis, with parental consent required and personal data kept to what the service actually needs.
Every look is logged
Reading a learner's record is itself an event. The audit log is append-only and immutable — including for administrators.
Jurisdiction stays separate
A provincial official sees the operators in their province. The boundary is enforced in the database, not in the interface.
Tracking with a purpose and a limit
Location exists to answer whether a child was collected safely. It is scoped to the people entitled to that answer, and no further.
